Perfect pool water requires a pH value between 7.0 - 7.4. Too high a pH makes the water cloudy or milky with poor chlorine effectiveness. Within the pH range 7.0 - 7.4, the water is slightly alkaline, and this is where you get good benefit from adding chlorine.
